Do Heat Pumps Get Hot?

I know it’s a silly question but if you think about it Heat Pumps are supposed to be insulated and not let the heat escape thus it all gets sent into the house, but would this make it hot or would it stay cool? To test this out I opened my heater and put my hand over the pump to see if it did get hot while running- it did! You would think they would have a way to harness even that little bit of heat and extract it into the home as well, maybe with a sort of external heat capture concept?
